무다(John Murtha) 씨 BBC기자회견 중 미군 철군론을 역설하는 모습을 본다. 무다씨는 본래 이락 전쟁
찬성론에 표를 던졌던 정치인이었는데, 지금은 민주당 내에서 가장 강력하게 철군 목소리를 높이고 있는
인물이다. 아직은 민주당 내에서도 과연 이락을 알케다 밥상에 놓아주는 조기 철군이 현명한가 묻는 목소리가 있어
철군론이 민주당의 단합된 당론은 아니지만, 지금 많은 미국인들이 이락 민주주의 국가 지원 의욕을 상실해가고 있는
것은 부인하기 힘든 사실이다.
이락 전쟁의 두가지 목적은 미국의 안보와 평화 공존이었다. 미국도 알케다 테러조직의 확산을 막아야 했고,
이락인들도 사담 후세인의 폭정에서 벗어나고 싶어했다. 따라서, 이락에 민주주의 국가가 건설되면 미국인들도
안전하고, 이락인들도 보다 질이 높은 삶을 향유할 수 있다. 미국이 이락 민주주의 건설을 위해 실로 막대한 재원을
투자하고 있으며, 이락인들도 좋은 나라를 건설할 수 있는 호기를 맞고 있다. 그럼에도 이락인들이 이 기회를 살리지
못하고 있다.
과거 후세인 정권 시절 힘에 눌려 있던 시아파는 힘으로만 수니파를 억압하려 하고 있으며, 수니파 역시 테러라는
강공을 멈추지 않고 있다. 그리고 만약 지금 당장 미군이 철군하면 알케다의 지원을 받은 수니파가 당장 이락 전체를
점령할테니 이락은 후세인 시절보다도 더 미국과 중동의 안보를 위협하는 국가가 될 것임이 명약관화하다. 그럼에도
지금 미군 철수를 요구하는 여론이 점점 미국에서 힘을 얻어가고 있다.
사실은 미군 철수 여론이 이락에서 테러를 불러일으키고 있다. 테러의 목적은 미국 여론을 대상으로 하는
심리전이며, 미국 여론이 알케다에 유리하게 돌아갈수록 알케다는 기세 동등하게 테러 공격을 가한다. 그리고 알케다가
이락을 정복하도록 내러려 두는 것은 알케다 세력이 커져서 미국을 공격해 달라고 초청하는 것과 마찬가지다. 그 경우
이것은 제2의 월남사태보다 훨씬 미국의 안보에 치명적이 될 것이다.
1975년 4월 30일의 월남 패망은 별로 미국 안보에 위협이 되지는 않았다. 그러나, 이락 전국을 알케다가
점령하게 될 때 미국은 심각한 안보 위기에 직면하게 될 것이다. 그럼에도 한치 앞은 내다보지 못하는 민주당
의원들이 철군 목소리를 높이고 있다. 사실, 1975년 3월 월맹이 월남 중부 지방에 시민군을 창군한 것도 미국에
반전 여론을 일으키려는 심리전이었으며, 1980년 5월 북한 오진우 인민무력부장과 김용순 대남선전부장 겸 정무차관이
5.18시민군 창군 배후세력이었던 것도 광주폭동 확산과 더불어 남침할 때 미군이 참전하지 못하게 하려는 심리전
효과를 노렸기 때문이었다.
>> Here in Washington, the Iraq War has thrown the Democrats
into confusion. The vast majority supported the invasion. Now
the war is unpopular, the democrats have failed to come up with
a unified position on Iraq. The party's most outspoken critic is
John Murtha. We asked what he thought America has accomplished
four years on.
>> The majority people of Iraq think we're occupiers, the
majority of people in Iraq believe it is already to kill
Americans, the majority of people in the periphery don't agree
with what we're doing in Iraq. The polls show the United States
credibility as dropped significantly in the last four years. In
addition to that, we have reduced our ability to respond to a
real national security threat by reducing the ability of our
reserves, ground reserves to react. We're stretching our
military very thinly. That is the actual results of what has
happened.
>> You voted for the war. Of course that's a decision that you
now regret. How does that make you feel?
>> I voted for the war because I thought that they were
threatening our national security. Now I know better. Now I know
that we were misled. It makes me work harder to get this thing
resolved adequately. One of the things they talk about wanting
to my crow manage the war. We will have spent a trillion dollars
in one year. They have mismanaged this so badly that we need to
do micro management. We need to find ways to reduce our presence
in Iraq.
>> If America withdraws from Iraq by the spring of 2008, is it
not possible that America will be perceived as a loser in this,
perceived as weak, and doesn't that land you with many more
problems than you have at the moment?
>> It is a different situation here. The United States has tried
to avoid this kind of thing. It is the first time we have ever
gone into an independent country without provocation. I think
you will see a dramatic change in policy with a new presidential
election. I think every president, republican, democrat, will be
saying no more things like this are going to happen under my
watch. No president will go to war without concrete evidence.
One of the things had that this has done to the benefit of the
future of this country, you go to war on intelligence. You have
to be sure there is a threat to the national security.
